State Notifies the – Odisha Renewable Energy Policy, 2016

Government of Odisha in the Department of Energy has formulated the “Odisha Renewable Energy Policy, 2016” covering the prospective renewable energy sources available in Odisha like Solar, Small-Hydro, Wind, Bio-Mass and Waste-to-Energy along with de-centralized applications of Renewable Energy.

The vision is to harness green and clean energy from natural resources in the State of Odisha for benefit of the environment and to ensure energy security for the people of Odisha. The Policy aims for long-term energy security of the State as well as ecological security by reduction in carbon emissions, creating an environment conducive to public/private / community participation and investment in Renewable Energy Projects, creating skilled and semi-skilled manpower resources through promotion of technical and other related training facilities, enhancing the contribution of Renewable Energy Projects in the total installed capacity of the State through private participation and facilitation in development of manufacturing units and Research & Development in the Renewable Energy sector.

The policy shall come into operation with effect from the date of its publication in the Official Gazette of the State and shall remain in force till 31st March, 2022 or till a new policy is announced. It is envisaged to achieve around 2750 Megawatt of renewable energy from the non-conventional sources in the State by the year 2022.

  • Green Energy Development Corporation Limited (GEDCOL) shall be the Nodal Agency for all on-grid solar and hybrid power projects of 1 MW and above capacity.
  • Engineer-In-Chief (EIC), Electricity will be the Nodal Agency for Small Hydro Electric Power projects.
  • OREDA shall be the Nodal Agency for all other Renewable Energy projects.

A high powered Committee namely, Odisha Renewable Energy Empowered Committee (OREEC) under the chairmanship of Chief Secretary will be set up to take decisions relating to the implementation of this Policy, monitoring of the renewable energy projects and other important matters associated with the development of renewable energy in the State.

The State Government shall provide a corpus of Rs. 250 crore @ Rs. 50 crore per annum over a period of 5 years for creation of a Revolving Fund namely, Odisha Renewable Energy Development Fund. This fund will be utilized for development of infrastructure such as transmission network, roads and training centres required for accelerated development of renewable energy as per the guidelines to be issued by the State Government in this regard.

Various incentives and support measures have been provided in the policy including, inter alia, provision for allotment of land, interconnection arrangements, methodology for allocation of projects, transmission and sale of power, concessions in taxes and duties and exemptions from various charges. The Policy provides that any kind of RE manufacturing facility / hub shall be treated as Priority Sector as per IPR-2015 and all Renewable Energy projects would be treated as new industrial units with investment limits as applicable for MSMEs or Large sector and all incentives and concessions as per IPR-2015 would be accordingly made available for them.
