The Beginning of PAT Cycle 4

National Mission for Enhanced Energy Efficiency (NMEEE) is one of the eight national missions under the National Action Plan on Climate Change (NAPCC), which is very closely monitored by the Prime Minister’s Council on Climate Change. NMEEE aims to strengthen the market for energy efficiency by creating conducive regulatory and policy regime and has envisaged fostering innovative and sustainable business models to the energy efficiency sector.

Perform Achieve and Trade (PAT) is one of the scheme of NMEEE. It is a regulatory instrument to reduce specific energy consumption in energy intensive industries, with an associated market based mechanism to enhance the cost effectiveness through certification of excess energy saving which can be traded.

Under this scheme, reductions in specific energy saving targets are assigned to energy intensive units i.e. Designated Consumers (DCs) for a three year cycle. Baseline data collection and verification of the performance of DC at the end of the cycle is carried out by a cadre of energy professional i.e. Accredited Energy Auditors who are empanelled with Bureau of Energy Efficiency (BEE).

As of now, PAT Cycle 1 has been concluded, with PAT Cycle 2 and PAT Cycle 3 are going on with a total of 737 DCs participating under the PAT scheme. To widen and deepen the PAT scheme, PAT Cycle 4 has been initiated by BEE, with identification of some new industrial units.
